Thanks to their dense and appreciative pre-Katrina social networks, the New Orleans Vietnamese community has become an early model of bustling, self-organized reconstruction complete with construction teams, relocation teams, transportation and meal teams.
In the midst of widespread fragmentation, victimizing government dependency, bureaucratic finger-pointing, and chaos, this tiny community is fast becoming the story of what happens when healthy social networks encounter disaster. Healthy networks = sustainability.
